Proposed administrative circle falls under wild life sanctuary: Orgs

ITANAGAR, Apr 25: In a major setback to the newly created Passa Valley administrative circle, whose foundation stone is scheduled to be laid by Chief Minister Nabam Tuki at Taja Happa(Rilloh) later this week, Sango Lamte Foundation(SLF) and All Papu Valley Development Committee(APVDC) today claimed that proposed administrative circle  falls under the periphery of Pakke Wildlife Sanctuary. In a letter written to the Chief Minister both organizations raised the issue while questioning how come the newly created administrative circle get no objection certificate (NOC) from the wild life sanctuary authority. SLF and APVDC further claimed that local MLA had turned down the prospect of land possession certificates when local people of Papu Valley were asking while saying that said area falls under Pakke wild life sanctuary. It hoped that long-pending demand of people of Papu Valley for LPC would pay heed as it does for newly created administrative circle.

 

PAYWA celebrates first foundation day

ITANAGAR, Apr 25: The Paktu Ao Youth Association (PAYWA) has celebrated its Fist Foundation day at Gumin Kine, Aalo.

Parliamentary Secretary (Home, Geology and Mining) Gadam Ete inaugurated the Foundation Stone of Ato Paktu Heritage Centre sponsored by Ato Paktu Welfare Association and Paktu Ao Youth Welfare Association on the occasion.

Addressing the huge gathering, the parliamentary secretary suggested the people of Paktu area to maintain communal harmony with other for development of West Siang district in particular and Arunachal Pradesh in general.

Later,  he announced Rs one crore for construction of community Dere at Paktu Heritage Centre.

Moji Bagra, Secretary Ato Paktu Welfare Association narrated the brief History of Ato Paktu while Minto Ete Secretary PAYWA read out the annual report of Paywa.

Jomkar Loyi, Secretary Paktu Area Peoples Forum(PAPF) appealed to the people of Paktu area to maintain unity in social and political field so that good representative can be send in  the state legislative assembly from Paktu area in the coming election to address the problems of Paktu area.

Many senior citizens of West Siang District took part in the celebration.  

 

Edn Minister reminded to post teacher

ITANAGAR, Apr 25: Claiming that non-posting of Senior Teacher (ST) at Govt Hr. Sec. School Ruksin had adversely affected the academic studies of students, specially of Arts and Science streams, Legong Banggo Students’ Union reminded the Education Minister to immediately post sufficient STs for Arts and Science streams.

In its reminder to the Education Minister, LBSU lamented that the results of the academic session 2011-12 in higher section was not up to the expectation mainly due to non-availability of STs.

ITANAGAR, Apr 25: Dikbi Gangkak of Arunachal Pradesh won silver in the 49th Surush Singh Memorial North East level Carrom tournament which concluded at Nurul Amin stadium, Nogaon, Assam yesterday, according to Arunachal Pradesh Carrom Association release.

 

ICCW NE meet

ITANAGAR, Apr 25: The North East Zonal Committee meeting of the Indian Council for Child Welfare (ICCW), would be held at Banquet Hall here on April 27 and 28.

ICCW president Gita Siddartha and members of NE state councils will be attending the meeting.

In Arunachal Pradesh, the ICCW chapter started in January 2009 and it is currently running 35 creche centres in different districts of the state.

 

Shortage of teachers

ITANAGAR, Apr 25: The annual examination for the students of the Leel Middle School are conducted every year but not in all subjects. Surprisingly, the students are declared passed in all subjects despite they can not appear examination in some subjects and all these happen due to non-availability of required teachers, said All Leel Youths Association in a release today.  The Association further said that since the upgradation of school in 1987, the school is run by only 3 and 4 teachers. It appealed to the Nyapin MLA and Kurung Kumey DDSE to take immediate steps for posting of adequate teachers to the school.

 

Orgs demand relief to fire victims

ITANAGAR, Apr 25: Abu Taling Welfare Society and All Lingdum Linko Youth Welfare Association have requested the state Govt to provide immediate relief to the victims of fire accidents which occurred at Lingdum Rana Complex and near DC office, Naharlagun on April 22.

Expressing resentment over the alleged negligence of the fire department in their duty, both the organizations said that fire service persons should always be ready to perform  anywhere and any time for the safety of the  people of the capital region.

DC prohibit dice/snookers

Seppa, Apr 25:  East Kameng  Deputy Commissioner cum Dist Magistrate Tope Bam in an executive order prohibited playing of Dice/Snookers unauthorisedly within the district citing it to be anti-social and source of law & order problems in the district. The District Police and outpost administrative officers/executive magistrate have been directed to enforce the order in letter and spirit to maintain peace  and tranguility. In many colonies of Seppa townships especially in Nyibu Lapang area adjacent to the vegetable shopping complex, the people play Snookers as a form of gambling which is unlawful. Violators of the orders shall attract action U/S 188 IPC  and  others relevant provisions of the law.

 

ANYA mourns office bearer’s death

ITANAGAR, Apr 25: All Nyishi Youth Association (ANYA) central team along with its district units condoled the tragic death of Bamang Logu, son of Bamang Taniak in a motorcycle accident. Logu, who met with the accident at Sangram on April 22, succumbed to his injuries at RK Mission Hospital on April 24.

He was presently holding the post of Assistant Games and Sports Secretary of ANYA’s Kurung Kumey unit. The ANYA  Kurung Kumey district unit also condoled the untimely demise of  Bamang Logu.

 

AEKSU demands

ITANAGAR, Apr 25: All East Kameng Students’ Union (AEKSU) has demanded the 3-member Public Account Sub-Committee (PAC) constituted for examine the augmentation of water supply and sanitation at Seppa township to complete its inquiry process within two weeks from submission of memorandum.

While demanding for bringing Kirba Sora back to Seppa and his arrest for proper inquiry, AEKSU in its memorandum to the PAC sub-committee also sought public apology from Kirba at Seppa general ground.

The students union further demanded for involving at least two members of the union during the inquiry and summoning those officers who are allegedly involved in the WTP scandal failing which AEKSU would be left with no other options but to launch democratic means of protest, the memorandum added.

 

AAPTWA organizes blood donation camp

ITANAGAR, Apr 25: All Arunachal Tribal Welfare Association (AAPTWA) organized a blood donation camp at General Hospital, Naharlagun yesterday.

Leading the team in the blood donation camp former minister and chief patron of the association Bida Taku suggested the association members to continue such noble and life saving act and to be role model for other youth of the state.

Director of Health Services  Dr. K Nishing, Chief Medical Superintendent Dr. Moji Jini, APSACS deputy director Riken Rina, Dr. Doni Tayeng and Dr. G Padu were present during the camp and encouraged them to continue the same in future too.

 

Relief to fire victims sought

ITANAGAR, Apr 25: All Naharlagun Youth Welfare Association (ANYWA) appealed to the aurhoties to provide immediate relief to the fire victims of D Sector Naharlagun for their quick rehabilitation where 15 houses were gutted rendering 60 families homeless.

Blaming the fire department for the huge losses, the association claimed that the loss could have been minimum had the fire brigade arrived on time. It appealed to the state government to improve the fire service by inducting new vehicles to its fleet. The association also appealed to the Naharlagun Market Welfare Committee and well wishers to extend their all possible help to the victims.

 

Make the deal public, SPF asks Jaypee

ITANAGAR, Apr 25: Siang Peoples’ Forum (SPF) called upon Jaypee Company to make public the payments made so far to the Govt. of Arunachal Pradesh, private individuals, private parties, the Gaon Buras and Panchayat leaders of the to be affected villages. The facts will lead to the knowledge of all the people to know where, how and who have sold away their rivers, land and forests without their knowledge. In the case the Jaypee Co. made payments, SPF has decided to go for an indefinite agitation, till all payments are cleared and paid back to Jaypee Co.

It further informed that an applications have been  submitted under RTI Act to the SP Pasighat and Public Information Officer (PIO), office of the Deputy Commissioner,  Pasighat seeking all the criminal case records of the executive director of LOU to strengthen their claim that the few people hired and used by Jaypee Co. are habitual offenders.

SPF pledged to fight to the finish to protect river Siang and let her flow freely ever without dams to disturb her.

 

APCYWA laments deprivation

ITANAGAR, Apr 25: All Phassang Circle Youth Welfare Association (APCYWA) alleged that Phassang circle has been deprived from all developmental activities.

While the chief minister during his recent visit to the constituency had announced huge fund for infrastructure development of Nyapin and Sangram circles, the chief minister did not announce a pie for Phassang circle, APCYWA lamented and held the local MLA responsible for the deprivation.

Whether the local MLA had submitted any memorandum to the CM seeking fund for Phassang circle? Was Phassang circle not part of the constituency? it questioned. The Phassang circle is not yet connected through road communication due to which people are still depend on headload carriage system, the association said  and urged the local MLA to look into the matter seriously.

Alleging absenteeism by majority of government officers and officials, including medical staff, APCYWA urged the authority to pass necessary directives to those irregular officers and staff to remain stay in their posting places so that public do not suffer.

 

Liromoba School facing bad situation

ITANAGAR, Apr 25: All Liromoba Youth Welfare Association highlighting the grievances of government higher secondary school Liromoba appealed to the concerned higher authorities to look into the deteriorating condition of the school immediately.

The association said that though the government has upgraded the school to higher secondary school few years back there are no facilities for higher classes and due to non posting of senior and sufficient teachers, courses have not been completed on time.

It further said that due to non provision of school boundary wall,  students and teachers are facing lots of problems.

 

RGU exams

ITANAGAR, Apr 25: The II & IV semester examination of various PG and professional courses of Rajiv Gandhi University shall be conducted from May 7 to June 4.

SIC disposes off case

ITANAGAR, Apr 25: Arunachal Pradesh Information Commission has disposed off the land dispute case between Charu Tatung (appellant) and PIO/IGP, office of the DGP, PHQ Ziro Electrical Division (respondent) with a direction to the latter to furnish correct and specific information/document to the complainant within a week.

Information Commissioner Toko Anil in an order said that the reply filed by the police department in response to the form ‘A’ of applicant from Sl. No. 2 to 4 are furnished which Commission found to be complete and comprehensive. However Sl. No.1 of form ‘A’ of application required to be rectified by furnishing correct and specific information to the complainant, it added.

 

Fire tender demanded

ITANAGAR, Apr 25: All Tagin Students’ Union (ATSU) demanded the Director of Fire Services to provide a new fire tender (vehicle) at Daporijo fire station along with two efficient drivers.

Presently, there is only one fire tender at Daporijo station. There has so far been no replacement to the vehicle which auctioned in 2010.

Daporijo being a fire prone district witnesses 200 to 250 houses burned every year. Recently, 3 children were reportedly burnt and properties worth crores of rupees lost in fire, ATSU claimed.

 

Payment without physical achievement alleged

ITANAGAR, Apr 25: The East Kameng unit of National Students’ Union (NSUI) has alleged payment to contractors without any physical achievement.

The district NSUI claimed that lakhs of rupees were disbursed to various contractors, who were given work order for re-construction of 12 km road from Chayang Tajo to Yangfo, but without any physical achievement by the concern executive engineer of RWD department, Seppa, East Kameng.

The NSUI sought an inquiry into the matter by the RWD minister and chief engineer of the department concerned. The union threatened to file an FIR against the erring officers if the demand is not met.

National Panchayat Day celebrated across Arunachal

* Devolve power to PRIs: Centre  * Expert committee for devolution power

ITANAGAR/ NEW DELHI, Apr 25: Along with the rest of the country, National Panchayat Day was celebrated in various parts of the state on April 24.

At New Delhi, addressing the inaugural function of the 3rd National Panchayati Raj Day celebration, Union Minister for Panchayati Raj, V Kishore Chandra Deo has called upon the states to devolve power to the PRIs and involve the people in the implementation of developmental schemes.  He further urged the PRIs to maintain maximum transparency and accountability in the functioning of the PRIs.  Deo has also emphasized the need of proper capacity building among the PRI members.

Participating at National Panchayati Raj Day celebration at New Delhi,  Arunachal Pradesh Panchayati Raj Minister Tanga Byaling urged  the union Ministry of Panchayati Raj to relax certain norms relating to release of fund to states like Arunachal Pradesh. He informed the gathering that while Arunachal Pradesh ranks 2nd lowest in the  devolution of  power in the country, the state Govt. has recently constituted an ‘Expert Committee’ to study and recommend modalities for devolution of power to the PRIs. He also highlighted the problems in implementation of the scheme in the remote border area of the Arunachal.

During the function, the Union Minister gave away prizes to the best performing Panchayats of the States.  Likha Tongum, Zilla Parishad Chairperson, Lower Subansiri received prize  for the best performing Zilla Parishad of Arunachal Pradesh from the Union Minister under PEAIS. Tongko Singpho,  Chairperson, Anchal Samiti, Bordumsa and Tarak Yaki, Chairperson, Mengio Anchal Samitti received prize for being the 2 best Anchal Samitis of the state. Three Chairpersons of Gram Panchayats - Kago Tacho of East Saji Tulu GP (Ziro), Dulley Yaku, of Nichi Ayo South GP(Ziro) and Tapang Bagra of Lidum –II C GP (East Siang) also received prizes for the three best Gram Panchayats of the state under PEAIS.

In another category of Award under Rashtriya Gaurav Gram Sabha Prize, Milo Yami, Chairperson of Lempia Akang,  East (Ziro) received the award from the Union Minister of Panchayati Raj. Around 2000 PRI members and officials from different parts of the country participated in the national celebration at Vigyan Bhawan, New Delhi.

Among other dignitaries, Union Ministers Jairam Ramesh and Pawan Singh Ghatwar,  former union minister Mani Shankar Iyer, and Panchayat Ministers from the states took part in the celebration.

At Pasighat, addressing a huge gathering of PR leaders and officers,  Education Minister Bosiram Siram said the state Govt has taken some concrete steps for a meaningful devolution of power to the PRI bodies. It has approved three members expert Committee to study and recommend   meaningful devolution of power to the PRI in the state and will go into details of the modalities for devolving Function, Finance and Functionaries for 29 subjects as per schedule-XI of the constitution of India. The state Govt. has also approved the constitution of 2nd state finance commission which will study and suggest sharing of taxes, duties, tolls between the state govt. and PRIs. It will recommend grants-in-aid to be given to PRIs by the state Govt, he informed.

While advocating that, hydropower if properly exploited will make the state one of the richest states in the country, he appealed all to create conducive atmosphere for setting up hydropower projects and other industries.  

East Siang DC Talem Tapok said that the sole aim of Panchayat Raj is development and upliftment of the rural areas. The planning and execution of welfare schemes can be effectively implemented at the grass root level by them. There are many rural development schemes which have strict guidelines and norms so PRI members should be well versed in them for effective implementation.

Executive Director Future Generation Arunachal Nalong Mize suggested some rectification in the PRI set up of Arunachal Pradesh to make it more effective. He appealed to the govt to reconsider holding PR election on party lines to avoid division and disunity. He also suggested for more training and capacity building with more exposure tours.

EE (PHED) Oyuk Padung informed about the schemes which come under PRIs and said that one of the main programmes  is total sanitation wherein almost all the schools and Angan Wadi Centres are covered. Regarding individual latrines, he informed that there has been a lot of coverage but not up to the expected level. Hence, he appealed all the PRI members to take personal interest and co-ordinate in implementing programs in their respective areas.

ZPMs in their memorandum called for devolution of power for funds, functions and functionaries, delegation of power for levying royalty on mining, forest products, fund allocation from SPA, ZPMs cottage in the district HQs, State Panchayat Bhawan and hike in the rate of honorarium and allowances.

S.C. Debnath ADC cum DPDO informed that Ledum II C Gram Panchayat East Siang district secured 3rd position in the Panchayat empowerment, accountability and incentive schemes (PEAIS) which carries 3 lacs cash award. (DIPRO)

ROING: Panchayat members of Lower Dibang Valley District joined the rest of the country in celebrating the National Panchayat Day.

Participating in the celebration, Garima Gupta, Deputy Commissioner exhorted the Panchayat leaders to be aware of their own power and function in order to play a more responsive role towards the people for the development of their area.   She also requested them to cooperate with the district administration in maintaining peace and harmony in the district which is the prime objective of the district administration. She  called upon them to stand united and work together considering the sensitivity of the area bordering with Assam.

EAC in charge and  District Panchayat Development Officer (DPDO) M. Pertin dealt at length on major decisions taken by Nabum Tuki led Government. He also informed that Mobility Honorarium of PR members of the state will be released during April 2012.

Anjite Menjo, Zilla Parishad Member, Iduli Block in his brief note on Panchayati Raj Institutions has called upon the Panchayat members to shoulder the responsibility together for betterment of the district. Sensitizing the responsible members about the rapidly increasing drug addiction of youths, he called for united efforts and to book the durg peddlers under stringent law.

Zilla Chairperson Chiliko Meto and Namo Linggi, ZPM (Headquarter) also spoke on the occasion.

CHANGLANG: The National Panchayat Day was celebrated at Changlang too. Parliamentary Secretary Trade & Commerce, Animal Husbandry Phosum Khimhun advised PR members to be more responsive  to developmental activities.  For implementation and monitoring of schemes, it needs close cooperation and coordination between the implementing agencies and PR members, he said.

Deputy Commissioner, Opak Gao, congratulated the PR members for their contributions in nation building while stating that participation is vital for rural area development. He asked the PR members to fulfil the criteria laid down for successful implementation of all programme to achieve desired target.

Changlang North ZPM  Merina Kenglang, lamented on non-devolution of financial power to the Panchayat. She said that as a result the desired target could not be achieved in rural area.

Koloriang: Deputy Commissioner Rajeev Takuk asked the panchayat members to be active participants in the planning process.

Dr. Higio Tama urged the Panchayat members   to extend helping hand to the government.

Taring Bath and Chello Tagar were given certificates recognising their participation in meetings. An essay competition was also held in which Yumlam Yani got the first position while Chera Yaju and Yumlam Tani stood second and third respectively.

ADC cum DPDO Hage Takka, other HOD's and administrative officers took part in the celebration.

KHONSA: Speaking at the National Panchayat Day, parliamentary secretary for DoTC, SWWCD, Yumsen Matey said that the people including the panchayat members of Tirap were not well-versed with the powers and functions of the panchayat bodies and asked the leaders to read the relevant books and also try to learn from the experienced government officers and officials to update their knowledge. He urged the panchayat members to hold regular meetings to discuss on developmental issues of the villages and also to create awareness on various matters concerning the panchayat bodies in the district. Matey opined that panchayat leaders should act as effective medium between the villagers and the government adding that they should utilize their powers responsibly. Participating in the deliberation, Tirap DC, W. Lowang while greeting the panchayat leaders on the occasion, asked them to discharge their duties sincerely as they were the main planners at village level. Lowang  also asked  the panchayat leaders to conduct meetings at regular intervals to discuss the problems of the people. He further said that the panchayat leaders should be pro-active.

EAC K. Tikhak, highlighted the significance of the national panchayat day and threw light on the evolution of Panchayati Raj institution since its inception.

YINGKIONG: Minister Tapang Taloh while attending the National Panchayat Day celebration asked all the PRI members to exercise their powers and functions perfectly and implement the government schemes and projects judiciously.

Taloh exhorted the elected Panchayat leaders to lead the entire process of developments at grass root level. A three-member expert committee was constituted  for devolution of  financial power to  panchayat bodies, he informed. While emphasizing the empowerment of women, the minister asked them to play important role in socio-economic development and have full participation in all fields.

National Panchayati Raj Diwas was also celebrated by the Panchayati Raj Cell of the state BJP in a simple but impressive function at its headquarters here yesterday.

The function was presided by the state BJP Vice President, Padmeswari Jamoh.

Attending the programme, state BJP General Secretary and Prabhari state PR Cell Tai Tagak highlighted the journey of Panchayati Raj in Arunachal Pradesh after President’s  assent on the Dr. Dying Ering Committee recommendation.

Tagak explained the importance of Panchayat Raj Institutions and role of Panchayat leaders in uplifting the socio-economic status of rural people and ensuring their livelihood through various govt sponsored programmes.

He also expressed dismay over non-organization of Gram Sabha in Arunachal Pradesh and sought clarification from the state government in this regard.

State General Secretary, Dominic Tadar and National Council Member, Wangman Lowangcha in their address highlighted the importance of the Panchayati Raj institutions in the country and said that the day is celebrated in the country to mark the 73rd (Seventy third) constitutional amendment Act 1992, which came into force from April 24, 1993. They emphasized the need of maintaining accountability and transparency of Panchayati Raj leaders in the various development activities.

The Party’s State Convener, Panchayati Raj Cell, Sambu Siongju, state President, Yuva Morcha, Doni Nich, State President, Mahila Morcha, Kenjum Pakkam, State General Secretary, Tarin Teri, State Labour Cell, Chairman, Tame Tama, State President, ST Morcha, Tadar Akap also spoke on the occasion and called for active participation of PR leaders and involvement of grassroots populations in various development programmes.

 

 

Priority on gainful employment of youths, says Tuki

Moh Mol Festival

CHANGLANG, Apr 25:  Despite tumultuous weather and a tiring journey, Chief Minister made it to the Moh Mol celebrations at Changlang today amidst a crowd of Tangsa tribes waiting for his maiden visit to the remote district with bated breadths.

Inaugurating the festival, Tuki highlighted the policies of his nearly six-month old government. He said that emphasis would be on providing gainful employment to youths. He pointed out that recruitment for more than 1900 youths is going on in the state police force exclusively for youths of Tirap, Changlang and Longding and expressed hope that those recruited would carry out their duties responsibly.

Tuki also reiterated his focus on agri-allied sectors like tea, rubber and  horticulture products and asked the district administration to select a beneficiary from each family and start issuing Land Possession Certificates (LPCs) of  at least 5 hectares to them for plantations.

“Government is in process of evolving a plan to assist beneficiaries to grow plantations. Our full emphasis will be that no family anywhere is deprived of the benefit,” he said. Pointing that it was not his first visit to the district (he had earlier visited the area as the then PWD and UD Minister), Tuki called for people’s cooperation in helping the government take the state towards accelerated development, especially in judicious utilization of funds and grants.

In a message directed to government employees and public leaders, he said, “We are all for the people. Our ultimate duty is to serve the people. Therefore, we all together can only bring in a positive change.”

Responding to a memorandum submitted by ZPMs John Jugli and Marinar Kenglang, the Chief Minister assured a sum of Rs 1 crore from SPA this year for development of infrastructure at the Moh Mol Festival ground and promised to take up on priority the projects of Changlang-Khimiyang road and water supply in Changlang township. On request for creation of circle office a for lower belt of Changlang South Constituency, he sought a detailed proposal from the deputy commissioner. To other demands like construction of Changlan-Margherita diversion to Kengkhu-Khuchep road, annexure building at the circuit house, mini-hydels at Tirit Tara, Taingi and Simphat streams, concrete township roads and roads to Wotiom, Phungsa, Changra, Sumlam, Tuki promised to fulfil all in phased manner and sought fool-proof proposals from the concerned departments.

The festival was also attended by Agriculture-Horticulture Minister Setong Sena, Parliamentary Secretaries Phosum Kimhum and Tinkhap Taiju and officials of the district administration and departments.  

Moh Mol is known as the festival of drums, gongs, cymbals and heart wrenching folk songs of the Tangsas. It is the most significant annual agricultural festival of the Tangsas celebrated in the month of April, May or June depending on the concerned community’s convenience and Tangsa lunar calendar.

Faulty telephone line leads to disastrous fire accident

ITANAGAR, April 25: Every time when a major fire incident happen, people often lose their cool at fire tenders alleging them of slow reaction and late response. Sometimes angry people  resort to violence including pelting stone and torching fire tenders, no matter how brave the fire fighters fight to control ravaging fire from engulfing many houses and its properties.

Such a incident was reportedly repeated during a major fire incident that broke out at Naharlagun near DC office on balmy Sunday where 15 houses were gutted down and 63 families rendered homeless.

A day after the Naharlagun inferno, this correspondent investigated to find the cause  as to why the  people were agitating. The root cause was the telephone service of fire service department which has been out of order in the last four days. The public could not reach the fire service, forcing them to call Itanagar police station informing about the accident. Subsequently the message was passed to Naharlagun police station and finally to fire service authorities.

The process of passing information took almost half an hour before finally  reached fire service.  

“Fire broke out around 2:30 pm but fire tender reached around 3:50 pm” alleged a victim.

When contacted, Naharlagun fire brigade service admitted the delay but they blame it on to BSNL saying that despite a complaint for early restoration, no action was initiated to mend the telephone lines.

Fire service Superintendent of  Police Apang Tamut said that people instead of venting their anger should cooperate with fire brigades during accidents.  He further said that technical snag happens in rare case but the department has been trying its best to give better service since its inception.

Helping each other during crisis would be wiser than blaming, SP added.

The department is supposed to remain alert 24x7, but if the communication lines are closed, there is no way, fire fighters can act on time.

In a state where people do not follow fire safety measures but solely depend on fire service department, drastic action need to be taken to strengthen the department and its infrastructure. The first step should be restoration of telephone lines.

 

 

Arunachal sky opens for aviation tourism

ITANAGAR/MENCHU-KHA, Apr 25: History was made today when the first chartered flight carrying eight tourists landed in Menchukha, a quaint town bordering China in Arunachal Pradesh.

The First Northeast shuttle Commercial flight took off on  April 25  at 11am from Guwahati with Crew Capt P N Nepali & Capt Amit Makhija,with 8 other tourist on board. The flight followed Guwhati-Jorhat-Lilabari-Aalo  route to land at Menchukha  around 12. 30 pm. The en route weather was fine with some low clouds.

The  Tourus department in collaboration with the North East Shuttle, a chartered flight company had earlier explored the possibility of Aviation Tourism in the state. After month long assessment of the feasibility of all the landing grounds in Arunachal Pradesh, the airfield in Menchukha was found suitable for Aviation Tourism. Accordingly, the tourism department organized a probing flight to promote aviation tourism on April 22. The passengers comprising of the department officials and a team of national electronic and print media were onboard the Dornier 228. However, the flight could not land in Menchukha owing to inclement weather.

The initiative of the tourism department showed instant results today when the North East Shuttle with Dornier 228 Aircraft with the tourists onboard touched down the airfield in Menchukha.

Tourism Minister Pema Khandu while congratulating the department for this initiative,  said  that tourism is one of the thrust areas of the Tuki-led government and that the department should leave no stone unturned to take Arunachal tourism to newer heights.

Pasang D Sona, Parliamentary Secretary, Tourism, who has been the brainchild of this initiative,  said the aviation tourism is for those tourists who have lot of money  but no enough time to travel. These niche tourists can do justice to the natural beauty of the state only through the aviation tourism, he said.

Tourism Secretary Sonam Chombay  said that with the completion of up-gradation and re-operationalisation of all the airstrips in the state, aviation tourism will be a unique tourism product. With today’s initiative, niche tourists can avail the chartered flight to enjoy the offbeat destinations of the state.

NE shuttle will fly again in Menchukha  on April 28.

 

 

BJP welcomes decisions, reiterates demand for full time HM

ITANAGAR, Apr 25: While welcoming the decisions taken in a meeting of Arunachal Press Club (APC) and Arunachal Pradesh Union of Working Journalists (APUWJ) with the Chief Minister last evening after the attack on the Arunachal Times office recently, the Bharatiya Janata Party Arunachal Pradesh reiterated its demand for full time Home Minister in the state.

Although it was the prerogative of the Chief Minister to appoint the HM, but the safety and security of life and property the people can not be left at the mercy of the anti-social elements and miscreants, the BJP said.  The party said the the state government is duty bound to ensure the rule of law in the state. If  the state Govt is not at all interested in appointing a full time HM, the Chief Minister,  who is also holding the portfolio of the Home Ministry, should be able to spare his time and energy to look into the  law and order situation, it said.

The party further said that  the Home Ministry of the state has tremendous responsibility as the state, which is surrounded by three neighbouring countries, is facing inter-state boundary problems besides  the  criminal activities including killing and kidnapping.

Suggesting proper utilization of the experiences and expertise of the large number of  parliamentary secretaries and advisors, the BJP said the CM should spare some precious times to listen the  grievances of  general people.  The state BJP is for strong and healthy presence of the fourth estate in the state of Arunachal Pradesh, the party said in a release.

 

 

Taloh seeks impartial work culture

ITANAGAR, Apr 25: Industry, Textiles & Handicraft Minister Tapang Taloh, who is also the in-charge of Congress party and Panchayat affairs of 34-Tuting-Yingkiong visited Yingkiong on April 23- 24  in spite of incessant rains.

Addressing the heads of offices at Circuit House on Monday during his maiden visit,  Taloh asked the officers and officials to discharge their duties and responsibilities in an impartial manner besides maintaining work culture to fulfill the real and genuine needs of the common people.

Stressing the surface road communication as the life-line of all forms of developments especially as a means for industrialization, he appealed all the people living along the roadsides not to obstruct, disturb the on-going construction work of the state trans-highway and widening works on BRO roads.

Earlier addressing the Congress party workers at the Multipurpose Community Hall, Taloh advised his workers to cooperate with the district administration, police and all the departments for all round development of the society. He also asked them to maintain party discipline, work culture as per direction from the party's high command. Responding to a demand of increasing the number of police forces in the district, the minister informed that the presently recruitment of police constable are  going on and the state government is likely to create more posts in the police department soon.

On the 2nd day of his visit, Taloh inspected both the offices of Industry and Textiles and Handicrafts and assured to take up future plan and programme to make changes and improvement to the existing set up of administration.

 

 

SEWA conference calls for preservation of culture

ITANAGAR, Apr 25: The 5th annual conference of the Sherdukpen Employees Welfare Association (SEWA) was held at Shergaon, West Kameng on April  21-22.

Principal Advisor to Chief Minister and Parliamentary Secretary (PWD) T.N.Thongdok advised every SEWA member to work dedicatedly for the cause of the society. He further urged them to leave individual and political difference aside.

During the two-day meet, SEWA emphasized on preservation of culture and tradition of Sherdukpens.  They further discussed indiscriminate mining of sand, stone, gravel by 14 BRTF and very low compensation paid to Shergaon village. The members further spoke on the need to revive the lost glory of VKV Shergaon.  

12th Guru Rimpoche made a surprise visit to the SEWA programme and offered prayers for well being of all.

Guru Rimpoche along with the Parliamentary Secretary inaugurated the Games and sports activities and also participated in the Archery competition which is an indigenous game of the Sherdukpen.

SEWA also felicitated achievers of Sherdukpen community. The Cl-X and Cl-XII toppers were awarded a sum of Rs 10000- each along with a citation. The awards were  sponsored by Arunachal Pradesh Information Commission Chief Y.D.Thongchi.

Livestock awareness cum health camp

ZIRO, Apr 25: As part of the World Veterinary Day celebration, awareness cum health camp for livestock was conducted at Hanoko and Siiro villages of Ziro-I circle today.

This was the third in the series of camps which was held under the supervision of DVO, Koloriang Dr. Hage Taley.

Earlier, the second day of the camp was conducted yesterday at Papii, Lempya and Laji Bogya villages of same circle with active participation of the livestock owners.

Around 80 ailing livestock were given general treatment and more than 90 animals were vaccinated to prevent the outbreak of diseases such as FMD, HS and BQ. 81 dogs were also immunized against rabies and more than 200 poultry birds were also vaccinated against Ranikhet disease.

The medicines were distributed to the livestock owners of the villages. The responses of the livestock owners were good and they insisted for carrying out such programme in near future also. The participants also appealed the organizing department to conduct awareness cum vaccination programme emphasizing on rabies.

 

 

Awareness campaign on environment and wildlife

ITANAGAR, Apr 25: The Eco- Friendly Society Magi, Likabali has organized an awareness campaign on environment and wildlife which was sponsored by Department of Environment & Forest on April 24 at Likabali, West Siang.

Attending the  awareness campaign R.K Singh, Chief Conservator of Forest, Central Arunachal Circle Pasighat advised the general public to stop poaching and hunting of wild animals. He requested the participants to spread the message of conservation to fellow villagers.

He gave away ex-gratia relief to six people of Magi, Garu, and Bomte villages whose animals and crops were damaged by wild animals.

Divisional Forest officer Likabali Jumdo Geiyi, spoke on preservation and conservation of wildlife and Wildlife Act 1972. He further requested the public present not to share their licensed gun with others.

Sub-Divisional Officer, Likabali Ibom Tao spoke on ecological balance, a forestation, ecosystem and climatic change and waste materials management.

Circle Head Gaon Bura Kari Tao also spoke about the importance of conservation of environment. President of the Society Sengo Dini and  General Secretary   Monya Dini has also spoke on importance of tree plantation and preservation of wildlife for ecological balance.

 

 

Saaya sanctions fund to connect village

ITANAGAR, Apr 25: MLA Likha Sayaa sanctioned Rs 50 lakh for construction of road from Pistana to Tepi village on April 25.

Tepi village under Pistana circle of Lower Subansiri district does not have road connectivity and is among the remotest villages of the district. The MLA today visited the village under ‘Go to the People’ Programme undertaken by him to assess the developmental activities of the far-flung villages and get access to the people of his constituency.

During the visit, Sayaa interacted with the Panchayat leaders, Gaon Burahs and villagers and discussed about the problems faced by the people of remote villages. In addition to sanctioning Rs 50 lakh for road, he assured the village leaders and elders of undertaking other developmental activities.

Work allotment and tender formalities

Dear Editor,

Following the publication of a tender notice in a local daily inviting interested firms for construction of road from 6 km (Shiv Mandir) to Pappu River recently, I, being an interested contractor went to the office of the UD and Housing on April 23 for a tender paper. But I was shocked to know that the work against the same tender notice had already been completed.

I was informed that the work for the same tender has already been completed but due to some reasons  (better known by a departmental officer), they had  published the advertisement for the sake of Govt formalities.

If officers are hell bent in sucking blood of common people and determined to violate the Govt norms then what better we can expect from other sections of the society?

How did the department award the works without following Govt norms and formalities? It is one of the uncovered cases of illegal work allotment.

One wonders, how many illegal work allotment had been done by the department earlier. We request the higher authority to investigate the matter.

Power projects and public hearing

Dear Editor,

The violent protests against the 2700 MW Siang hydel project, that led to police firing, have raised several questions over the Centre’s plans to commission a large number of mega hydel projects in Arunachal Pradesh. The first major question is about the “public hearing”, a process so far used to gauge public opinion in the area of a major project. The environmental activists and the village groups at Siang challenged the public hearings that were to take place in several parts of the districts in the third week of April. They say the huge police posse deployed in the district was meant to “terrorise” villagers into accepting the project as it is and the public hearing, in their opinion, would have been a “stage-managed show”.  So, the activists were determined to scuttle the public hearing rather than influence it or mobilise opinion against the project. The administration says that the “general opinion” in the area is in favour of the project and realising that they were in a minority, “a handful of activists whipped up trouble that led to the vandalism and arson”.

Both sides have a few questions to answer — and their arguments are less than convincing. If the entire population in the area was indeed against the project, they would freely express themselves against the project in spite of heavy deployment of security forces. So why not allow the public hearings? The administration also should understand that huge demonstration of force is counter-productive and security management in such situations have to be more calibrated and discreet than has been the case this time. But until a substitute is found, the “public hearing” perhaps cannot be done away with. Both the government and the activists must let the “public hearing” happen freely and in a fair manner.

Secondly, perhaps it is time for Delhi to change its strategy. Rather than go ahead with the all the mega hydel projects at one and the same time, it might be advisable to concentrate on finishing a project or two. If the population then sees the benefits of the projects and the adverse effects are managed well, the dissent and opposition to the other projects will dissipate, regardless of the passionate activism that has grown around them.

Thirdly, a way has to be found to make the local population be stakeholders — rather than imposed subjects. And last but not the least, the benefit from the project for the community, locality and province needs to be properly highlighted, so that it does not look like a corporate conspiracy to steal resources.

A commendable step for promotion of education and recognition of Late Tadar Taniang

The recent visit of Chief Minister Nabam Tuki  to Sangram has indeed paved way  towards all round development  to Nyapin Sangram and Phassang area of Kurung Kumey district. One such part has been the revamping of the education sector in Nyapin and Sangram, as Kurung Kumey stands as the lowest literacy rate district as per the latest census.

An investigative study conducted by the Second body of the Arunachal Pradesh State commission for women in the year 2009 -2010 into the educational backwardness of low literacy rate of just 25.74% provided examples of geographical location coupled with slow pace of development whether economic, social or administrative. The Study helped to enable to understand the insight into the mechanism of delivery of educational services, the challenges therein and aid formation of certain ameliorating strategies; with the political commitment of education for all.

The Chief Minister Nabam Tuki laying the foundation stones to the first two colleges  of Kurung Kumey, Polytechnic govt college and Tadar Taniang Government Degree  college has been one of the remarkable milestones  and immense felt need in providing equal opportunities towards the field of education in the remote district of Arunachal Pradesh.

The people of Nyapin and especially the people of Langthlot village, the native from where  Lt Tadar Taniang belonged do expresses  their heartfelt gratitude and appreciation to the Chief Minister and  Member of the Parliament Takam Sanjay and the local MLA Bamang Felix  and former minister Tater Kipa who made it possible to lay foundation of  the two colleges and give the honor of naming the government college after Lt Tadar Taniang for his notable contribution as leader  of the state and a  renowned social worker in his life time.

The Association for the Welfare of ST of Arunachal Pradesh also expresses thankfulness to the government for setting up two prestigious institutions in the remote district in bringing equal opportunities in field of education and its recognition to the late leader Tadar Taniang.

Luxuries of heaven are of no use if one is not independent.

Dear Editor,

Being an Indian, I feel disappointed by the constant threat to the freedom of press and rising insecurity among the common masses in the land of Dawn lit Mountain. One wonders, why everyone seems frustrated, unhappy and daunted. Even luxuries of heaven are of no use if one is not independent.  The most important thing is that one must be free from any threat in every walk of life so that he/she can enjoy life as desired.

The situation is undoubtedly very grave. It is not to conclude that all the politicians should be blamed for their inaction but hope lies in the Indian democratic set up where all the power lies in the hands of the voters. Thus an awakening among the general masses can only show the right place. We Indian have always believed in the better that awaits us, however, hopeless the present may seem.

Cardiovascular disease & risk factor

The Indian Heart Watch study assessed the prevalence of different lifestyle and biological cardiovascular disease risk factors across the country and these risk factors are now at higher levels in India than in developed countries and regions.

Seventy-nine per cent of  men and 83 per cent of women were found to be physically inactive, while 51 per cent of men and 48 per cent of women were found to have high fat diets.

Some 60 per cent of men and 57 per cent of women were found to have a low intake of fruit and vegetables, while 12 per cent of men and 0.5 per cent of women smoke.

Moreover, the prevalence of biological and metabolic risk factors was also found to be high. Overweight and obesity was reported in 41 per cent of men and 45 per cent of women.

High blood pressure was reported in 33 per cent of men and 30 per cent of women, while high cholesterol was found in one-quarter of all men and women. Diabetes (and or metabolic syndrome) was also reported in 34 per cent of men and 37 per cent of women.

According to the  study, urban social development is also playing a role in the development of CVD risk factors.

Risk factors such as smoking, high fat intake and low fruit/vegetable intake were shown to be more common in less developed cities, while physical inactivity was seen to be more prevalent in highly-developed cities.

Accordingly, metabolic risk factors such as obesity, high blood pressure and high cholesterol were seen to be more prevalent in more highly developed cities.

Indeed, the results of the study showed that even among literate middle-class urban Indians there is a low awareness and control rates of these risk factors.
